Two kinds of site
People-search sites (BeenVerified, TruthFinder, Intelius, Spokeo, Instant Checkmate) compile public and commercial data for personal use — finding a relative, checking a date, identifying a caller. They are not consumer reporting agencies and their terms prohibit anything else.
FCRA-compliant screening services (Checkr, GoodHire) are consumer reporting agencies. They verify records at source, require the subject's written consent, and support the adverse-action process the law demands.
What the law requires
For employment, tenant, credit or insurance decisions the Fair Credit Reporting Act requires a permissible purpose, disclosure and consent, a copy of the report and a summary of rights before adverse action, and a dispute route. Using a people-search site for these decisions exposes you to statutory damages and has produced multi-million-dollar settlements against the sites themselves.
